Why? DvLs aren't typically out patrolling and sweeping. Now they may be outside the Nexus and just talking to the citizens, but that's it. They're not meant to be field commanders like an OfC is. That's like sending your General to go out into the battlefield and possibly get blown up by some Jihad or something. This isn't BC times where you had your General lead you into battle to show his dominance. This is modern times where they keep their heads quite protected and not out and about doing the job of ground units. Just let them flaunt their uniform and show their achievements. As I stated before, the OfCs are the field commanders, not DvLs.
well, DvLs don't always act in the way you just described. i see them act similar to OfCs quite often, and in my opinion there isn't anything wrong with it either- it's good to occasionally be a guiding force on the ground for the units your division, especially if there isn't someone else to do it. i just think their uniform should reflect what they're doing.

I dunno where that's coming from. I hardly seem them just patrol or go on sweeps, otherwise, there would probably be a lot more DvL deaths recorded/known about. The highest I've heard getting killed was an EpU which was yesterday. Or a lot more DvLs dying on sweeps because of how bad they've been getting dunked on lately. But I have not seen them actively patrol or go on sweeps.

EpU is essentially OfC, it's meant to give dvls someone to make second in command. That's really it, if the DvL can't be reached, it gives everyone someone else to reach out to instead.

You could just makes OfC do this. It would be better since you would have multiple people and it would make it a more important decision whether or not to induct someone into 'High Command'.

We could or we could have a single person who acts as second in command, we've tried the group leadership stuff in the past and it hasn't worked out if that's what you're suggesting.
What are the downsides of having an EpU anyway?

Bloated HC. Rank itself sounds stupid, looks stupid.

No, EpU is very necessary, having three officers instead of two, and having one Officer be the "2IC officer." just allows for favoritism and for one officer to be better than the other two, allowing an EpU is putting another step in the chain.
